PHB says a character has a maximum number of ranks in a Class Skill equal to character level + 3
and half that for Cross-Class Skills

it also gives an example of a multi-class character spending his skill points for advancing a level and it specifies that they use the gained level's class to determine what are Class/Cross-Class skills.

and that works for purchasing them

but how does one determine whether a skill is Class or Cross-Class for rank maximum for a multiclass character?

eg. I have a Fighter 10/Rogue 2 who has just gained a 3rd level in Rogue
Class skill max = (13+3) = 16
Cross Class skill max = (16/2) = 8

I now purchase skills for this Rogue level as a Rogue

I currently have 11 ranks in Ride and I want to buy a rank in it by spending 2 skill points on it (as it is Cross Class for a Rogue). However, Cross Class skills have a max of 8.

Does this mean I can't purchase it?
or do I treat it as a Class skill for determining its max because I have Fighter levels?

If a skill is a class skill for any of your classes, it is considered a class skill for the purpose of determining maximum ranks. So yes, your Fighter levels allow you to treat Ride as a class skill and put more ranks in it (up to 16). You will be spending 2 points per rank, since it's a cross-class skill for Rogues, but you've already covered that, so it's no big deal.
