All (but one) of the Metabreath Feats listed in The Draconomicon have a Constitution score as a prerequisite. But the examples of the Dracolich and Vampiric Dragon from the same book, both have at least one Metabreath feat apiece. (And being undead, they don't have a Constitution score.)

Does an undead dragon use its Charisma score instead, for the prerequisite, or do undead dragons simply ignore that particular prerequisite of those feats?

Or are undead dragons completely unable to use such Metabreath feats, and the two examples are actually in error? (Or perhaps they were retained from before the dragon became undead? But it doesn't seem like a good idea to list it in those examples, because of the likely confusion it'll cause.)

In dragons of faerun, there is a metabreath feat which does not have a con prereq, and allows undead dragons to qualify for normal metabreath feats even if they do not meet the con requirement (using their cha in place).

Can't comment further since I don't own draconomicon though.

You should prabably use the same stat that increases the breath DC.

Since back in the day of 3.0 someone asked about barbarians and rage when undead, and the answer there is default to charisma, I would say you do the same here...
