Ok this seems like a stupid question.

Does spring attack let you make a full set of attacks?

If not is there a feat that lets you move and take full attacks. Cus im playing a scout and im only getting really one attack per round and I would like to put to use all of his attacks.

There are monsters that are able to do this, but I haven't been able to find it as a feat.

Twirling Attack and Bounding Assault(PHB2) let you take two and three attacks with spring attack, respectively. At least, that's what I think they're called. Unfortunately, I don't think there is a way to pull four attacks out of a spring attack. However, the great thing about these feats is that you can attack two or three separate targets, which makes it easy to quickly and efficiently spread poison, disease, and negative levels if your weapons posses certain abilities.

Perhaps you might want to invest in Quicksilver Boots (MIC) or a Universal Item with Hustle? Both of these options would grant you an extra move action.

Or if you are hasted, you can use your extra move action to cover the movement part of the Spring Attack and make full attack with your original full round

There is a varient in one of the dragon mags that gave scouts a mount by giving there fast movement, and all the other movement things they get over to there mount. That is a win win because you can make your full attack and have a mount (it has to be fast).

By itself Spring Attack won't let you make a full attack, because you need a move action to split around the attack action. But one charge from a Belt of Battle (Magic Item Compendium) will give you that extra move action.
