In the PHB 3.5 under the Hide Skill the rule notes that moving at half normal speed (or less) gives no penalty, moving at greater then half but less then full gives a -5 penalty and that charging attacking or running is at -20

this text is the same for the Move Silently Skill

so what are the penalties if you move at your normal speed?

its not -5 (that has to be less then normal even by 5 ft)

any help would be great

As far as I know there isn't an answer to this in the rules. Skip Williams made up his own answer; he thinks the penalty for moving at full speed is also -5, the same as moving more than half but less than full speed. See The Rules of the Game: There, Not There (Part Two) (http://www.wizards.com/default.asp?x=dnd/rg/20040921a), and The Rules of the Game: All About Movement (Part Three) (http://www.wizards.com/default.asp?x=dnd/rg/20040622a).

The arguement of course will be "okay I move at full speed -0.1 inchs" which means I'm moving less than my full speed. The mistake was the PHB using the term "less than full speed" since it doesn't really make sense in DnD.

Thanks Dheran and Flan

Seeing Skip's interpretation of the ruling has cleared up the entire matter for me.
