Assume Alternative Form [Monstrous]
Prerequisities: Cha 15, Ability to cast 3rd level spells, Dragon Type (Half-Dragons and the Dragon-Blood Subtype do not count).
Benefit: You may assume a Alternate Form as a Gold, Silver or Bronze Dragon may, once per day. This lasts until the Dragon in question is slain, returns to it's normal form or enters a Anti-Magic zone. This counts as a Supernatural Effect. You permanently give up one spell-slot of your highest level that is used to fuel this transformation. If you later increase your spellcasting levels, this spell-slot increases to the next highest level, and you regain the previously 'sacrificed' spell-slot.
Special: Normally only a few specific breeds of Dragons may assume Humanoid or Animal form. This Feat can be taken up to 3 times.

This feat is often used by Chromatics who prefer to lair in the midst of Humanoids, using the relative protection afforded by hiding in the midst of many to unleash deadly ambushes or to create a legion of half-Dragon without the annoying pause between 'production' due to the limitation of shape-changing spells. Alternatively, those Dragons who do develop this skill use the form for tasks where a sharp Dragon's Claws would leave valuable, fragile treasure-hordes in a ruined mess. Copper Dragons and quite fond of it, because it enables them to enter Humanoid cities without causing a wide-scale panic and to slake their thirst for humor and small-talk.

The feat is in effect a 3rd or 4th level spell. It is extremely powerfull.

Typically a 2nd level spell is better than a feat.

As is, it looks epic to me.

Perhaps if you limit it a lot more.

Perhaps like this:

Assume Kobold Form [Monstrous]
Prerequisities: Cha 15, Iron Will, Dragon Type.
Benefit: You may assume the form of a Kobold. This ability acts similar to the Alternate Form as a Gold, Silver or Bronze Dragon has, but is limited to 1/day and can only assume the form of a kobold. In addition, you have no control over the appaerance of the kobold, when in Kobold form you always look the same, and must be of the same gender as you are.

Special: Normally only a few specific breeds of Dragons may assume Humanoid or Animal form. This Feat can be taken up to 3 times. Each time you take it it increases the used per day by 1.

Now it solves the problems you originally discussed, is less powerfull, and also fits in with the kobold=descendents of dragons bit.

How is it Epic? The Dragon (NPC or PC) Is restricted to taking on the form of any medium or smaller Humanoid or Animal, only once per day. Admittedly, it's forever if the Dragon so chooses, so perhaps restricting the use to once per week, rather than once per day, would prevent the Dragon(s) in question from using the feat to abuse the DM's good will. Dragon must decided whether or not using this feat to sneak in is worth losing all those wonderful natural attacks and the breath weapon to be stuck as a 'puny mortal' for up to 7 days before he/she can risk unleashing her true form and then returning back to another 'lesser' form to escape the chaos and potential harm.

That said, I did some play testing, and I'll adjust the feat to suit those playtestings.
