IMPROVED NET USE [FIGHTER]
When you entangle a creature with a net you do so in a professional manner.
Prerequisites: Exotic Weapon Proficiency (Net), Weapon Focus (Net)
Benefit: Any creature caught in a net you threw is considered Flat Footed so long as you are holding the control line and spend a Move Action each round to keep them trapped. This is in addition to the standard penalties of being entangled in a net.

Netted creatures can still take actions on their own initiative. Even after they act, if they are still in the net, they are still considered Flat Footed.
Special: This feat may apply to other net-like weapons, devices, and effects at the DM's discretion.

Improved Net Use

When you entangle a creature with a net or similar device (DM discretion), you do so in a professional manner.

Any such creature is considered flat-footed as long as you spend a Move Action each round to keep them trapped. This is in addition to the standard penalties of being entangled in a net.

Note, while flat-footed, they can still take actions on their own initiative. Even after they act, if they are still in the net, they are still flatfooted.

Rather than saying that they are flat footed, perhaps it would be better to just say they are treated as if Grappling - which denies dex bonus against people not involved with the grapple, prevents AoOs from not threatening, and sort of makes a bit more sense than the flat footed condition of being "surprised".

This way you can use a net sort of like a ranged grapple attempt (perhaps just saying you can Grapple with a Net?)

Edit: I changed "denied dex" back to "flat footed" after Tarkin posted below, and added an additional prerequisite of "Weapon Focus (net)."

This is my advice (not to be condescending, it was just easier to write it this way):

I changed "flatfooted" to "denied dexterity" because being flat-footed makes you unable to make Attacks of Opportunity. That would require further prerequisites -- Weapon Focus (Net) at least -- and I didn't know how many prereqs you were aiming for.

I added the thing about the control line to add a rationale for how you're able to keep them trapped.

I specifically DID want to deny AoO's.

The basic idea was to make being captured in a net more like what happens in the movies, particularly when people get caught in a huge net that is lifted off the ground.

You are much easier to hit, allowing people to do things like Sneak Attack you, and you are also severly hampered in your attacks, often not being capable of making any of them.

I thought that no attacks at all would be too much, so went with no AoO's.

Alright. I changed it back to Flat Footed. What do you think of the prerequisites?
