I recently read yet another feat about "can I reduce the price of a magic item by making it so only people of my race can use it, even though I myself am a member of my race so it won't inconveince me in any way, shape or form"

I decided that we need a better, fair way to do this, here is my attempt

Racial Lock (Item creation feat)

Pre-reqs: Any other feat to create permanent magic items, such as Craft Magic Arms and Armor, Craft Wonderous Items, Forge Rings, or Craft Rods.

Benefit: You have sworn a blood oath to a racial god of your species. In exchange, he has granted you the ability to create all permanent magic items at 10% reduced cost in xp and time. In addition, it costs you less in raw materials, but the same oath requires you tithe this amount to the God's church.

However all your permanent magic items are forever touched by that god and will only work for a member of your race. You quite literally no longer have the ability to create a permanent magic item that does NOT have this restriction.

If your race changes for any reason (templates by themselves do not automatically do this but some do), but, then the blood oath is still to your original god, and you create magic items that you yourself can not use.

Magic items that are not permanent in nature, such as scrolls, wands, staves, and potions are not affected by this feat/oath. You may make them as per normal rules.
