Ventriloquism is a spell in the game. This proves that it has plenty of practical value.
But I have no clue as to a potential skill.

this skill is the non-magical equilvent of the spell of the same name.(thussly it can be used in anti-magic zones)

I'd say just make it a perform skill. Perform (Ventriloquism).

Last time it came up in any game I played, the DM called for opposed Bluff vs Listen to pull it off. Bluff vs Spot wouldn't be unreasonable if you were being watched, though.

I only started playing recently, but wasn't this a skill in a previous edition?
In 3.5e, as long as it's relevant anyway, I'd agree it falls under Perform and would be opposed by either Listen or Spot.
...
I'd also give a +2 synergie if you have 5 ranks is Bluff.

I'd have to go with it as a perform skill too. But I'd also agree that it's opposed by a listen check too :)

My DM says just use Bluff when you want to ventriloquate, and the opponent uses their sense motive or something.

Use Bluff unless you want it to be part of an act in which case Perform would be a better choice.

Bluff? Really now, being able to convince people you are in fact the king's nephew, are somehow related to Obad-Hai and have your own room in most palaces spread around the country should be something totally different then actually throwing your voice to sound like the governor of the sunshine .. county without your lips moving.
... Although one could probably help out the other. ;)

But not the ability to speak intelligibly without actually moving your mouth.
Thus, it would have perfect justification to have a synergy bonus from Bluff(perhaps even both ways, though that would be more tenous)

Perform would be the most appropriate.

Um, why not make it a skill trick?

Ventriloquism
Req: Slieght of Hand 5 ranks OR Perform(Acting) 5 ranks
You can make a bluff check to make it sound like your voice is coming from somewhere else. Anyone seeing you speak or hearing the sound can make an opposed spot and/or listen check (Any that are applicable) to notice the deception.

Um, why not make it a skill trick?

Because then you can only use it as often as you can use skill tricks.

And as others've said, it doesn't really fit in with bluff.

And as others've said, it doesn't really fit in with bluff.

Nor does Innuendo, but from 3.0->3.5, that got subsumed into Bluff.

That's not an argument for ventriloquism, though; and innuendo is a lot better fit with bluff than ventriloquism is.
