A 15'th lvl fighter has gained a level and takes a lvl of wizard. What's the maximum no. of points he can spend on skills that are class skills for the wizard and cross-c. for the fighter? 19?(Assuming he gets a lot of skill points).

19, but he is only going to get 2+INT on that 16th level he is taking and any Fighter only class skills will cost double.

Where does it say you buy fighter skills at half ranks? Because I thought skills on the class skill list of either fighter or wizard are all considered class skills. So, Climb (on fighter's list but not on wiz's) is still purchased at 1 rank/skill point when your 15th fighter takes 16th lvl as wiz.

On page 60 of the PHB: "Skill points must be spent according to the class that the multi-class character just advanced in. Skills purchased from Table 4-2: Skills are purchased at the cost appropriate for that class."

The wizard skill points can be used for fighter only skills but at the cross-class rate of 2 for 1.

In the PHB. What you described is a Human only feat called Able Learner or a Human Paragon ability called Adaptive Learning. Both of these make a certain number (all and one respectively) skills into "class skills for all my classes skills."
