By permanent do you mean:
a) it's indigestible?
b) the potion bottle refills itself or operates like a decanter of endless water?
c) make the potion's spell effect permanent?

Potions are no longer related to the Alchemy skill. The only way you can make potions is by taking the Brew Potion feat, and imbuing a spell you know within a potion that you make. There is no "crafting" involved, you just spend the money and XP (and time) and it is made.

Permanency can only be put on certain spells, as described in the Permanency spell description or if a spell says it in its own descriptive text.

The best way to get the same effects though, would be to save up for a +4 CHA enhancing item. The items, such as the Cloak of Charisma, grant an enhancement bonus which is the same kind as the spell Eagle's Splendor. As such, they would not stack were you to have both on you, only the highest would apply.

You can buy the lower level Cloak of Charisma (or work out a new item that grants the same bonus, cloaks are high-value slots. I suggest making a hat or headband of charisma.) and eventually upgrade it to a +4 to get the same effect as a permanent Eagle's Splendor.

I am sure he meant C.

The answer to that is not using core stuff.

There was a potion based prestige class back in 3.0. Not sure if it did anything like that.

But honestly, I don't really see the logic in this.

I would suggest taking feats that do what you desire, or buy wonderous items, like suggested above.

You want +4 to Charisma, you get the Cloak of Charisma +4 and risk having people steal it from you.

Easy:
Slotless +6 enhancement bonus to DEX (Is that eagle spendor?)
6*6*2,000*2 = 72,000 gp

Eagle's Slendor is Charisma..
