If a pc get an increase for the int stat due a Tome of Clear Thought or the point you get every 4 levels, will they get the skill points for the previous levels too?
I think no, but just to be sure about this...

No, creatures don't get retroactive skill points for Int increases.

Except they still do... just look at great wyrms and npc:s.
I bet they werent born as level 20 liches wearing a crown of int+8 and 5 wishes increasing in further, with all level +5 into int aswell.

For previous levels no. However, the increased INT bonus would apply to INT based skills.

A character does not retroactively get additional skill points for previous levels if she increases her intelligence. (http://www.d20srd.org/srd/theBasics.htm)

personally, I allow retroactive increases to SP for permanent, non-removable (or at least not easily so) increases to INT, but that's completly a house rule.

Monster skills and int... I've found loads that were calculated wrong. I have a friend who has played for YEARS and still calculates wizards skill points retroactively AND included Int enhancements... sigh...

Actually true Dragons with their hundred year long age categories are an exception. While their INT goes up with age they've had a human's lifetime to learn a little something else to account for getting total skill points based on HD x modifier. It is also VERY important from a GMs point of view as who wants to calculate skill points for X number of HD over each of 12 age categories; for dragons the retroactive skill advances are there to make the DMs job of assigning skills possible.

A Lich or other undead probably shouldn't gain retroactive skill increases but if they did it is either for simplicity or an error. With NPCs how many DMs make optimum use of all their skill points to begin with?

The short answer is no. My group allows it so the DM has an easier time making monsters and the party has an easier time meeting skill prereqs. Not for temporary increases (headband) though, that is just silly. "I know everything about the royalty of this plane. Wait, forgot my headband, I don't."
