any maneuver that says "as part of this maneuver, make an attack action" or something akin to that, i would say yes. You're allowed to power attack on any attack. Now if it's just a standard action that does something specific, generally i would say no.

I assume you're refering to using Power Attack with Emerald Razor?
Yes it should be able to.

If you make an attack as part of it, yes.

... Why wouldn't you be able to / is this even in doubt? o.O

Power Attack: (http://www.d20srd.org/srd/feats.htm#powerAttack)

"On your action, before making attack rolls for a round, you may choose to subtract a number from all melee attack rolls and add the same number to all melee damage rolls. This number may not exceed your base attack bonus. The penalty on attacks and bonus on damage apply until your next turn."

You can declare that you are subtracting a number from all melee attack rolls whether you are actually planning to make a melee attack that round or not. You can do it when you make a bow attack (and it won't penalize or benefit you...I do this all the time for AoOs), you can do it when you cast a spell, you can do it when all you do is run for a round. You can technically do it in your sleep. There is absolutely no restriction on when you can declare a use of power attack as long as 1) its your turn and 2) you haven't made any attack rolls that round.

Afterwards, it applies to all melee attack and damage rolls until your next turn. If a strike uses a melee attack or damage roll, power attack applies. If it doesn't use a melee attack or damage roll (very few, though I'm sure there are some...like that cone of fire thing), then it doesn't apply.

Thats it, very simple.

as a general rule, i'm going to say most (if not all) strikes use melee attack/damage rolls, at least from what I've observed. I'm not the biggest ToB user, but i've dabbled in it.
