Has any publisher created a feat which does this or is it a prestige class feature only?

sorry its only a class feature. It is the forth level ability of the Peerless Archer in the Silver Marches book.

Wasn't there a sniper feat in the PHII along those lines?

No, there isn't. ( I have the book)

power attack with bows not that I know of. I only Know feats for throwing weapons. I believe they are in complete Warrior or Adventurer.

Our party ranger has a huge attack bonus and would like to be able to channel it into damage.

I understand that, but it would be broken for a bow do to range issues. A comp long bow fires 110 ft Farshot is 165ft were as a thrown weapon is at most 30ft and the far shot is 60 ft and that is just a javelin.

What if there was a 30ft cap on the Power Attack?

PS: By stating the above, you say Peerless Archer is broken?

Yes, Peerless Archer is very questionable, not only because of the ranged power attack, but because of the sum of its class features over the short span of levels. If you take the entire PrC, it's not so bad, but as a dip it can become a tool for creating a nightmare.

What if there was a 30ft cap on the Power Attack? Talk to your DM about this one. I wouldn't have a problem because it forces you to be in battle, were as the other option could do a lot of damage with little recourse.

I haven't looked at the whole PrC closely, but the ranged issue is a big concern

It's kind of annoying as a "dip".

Quick Draw and Far Shot are not feats I would ordinarily take

Your archer could try using feats like manyshot, and rapidshot. He could use those to drop his attack in favor of more arrows shot which increases damage.

It added 1/2 you Dex mod to damage with crossbows. And only crossbows.

The problem is that she has not got enough punch to be able to do damage to creatures with for instance 10/- damage reduction (like elementals). More attacks would not help....

Im not sure if anyone addressed the reason why there is no 'power attack' with bows Save for a single PRC.

The damage of bows esentially represents their 'pull strength' they already have mechanics for composite strength bows representing bows that are being pulled back with more strength.

At least mechanically with what power attack represents the concept doesnt really work.

And yet it works well enough to give it to a PrC...

And only in Precision Range.

When there is a better feat in the Dragon Compendium.

Tell him to buy some flaming arrows. So long as its not a fire elemental, he is at least going to get 1d6 damage in. If he is worried about elementals being immune to his arrows, maybe he should even get 40 or so elemental bane arrows.

There more you pull back a bow, the more strength you will transfer to the arrow. That would be the physics, although this is D&D, so you don't really need a rational explanation. It could be "you air carefullly for a weak spot" or "you pull back you bow even further"

I anticipate "But why would you need a feat to do that?", to which the replay is obviously, "well why do you need a feat to Power Attack?". And I wanted to say that while it was on my mind.

Options:

1) One of the advantages of being an archer is being able to plan ahead with
ammo, and not trick out your bow for one specific purpose. Tell your ranger
to buy bane arrows.

2) Favored enemy: elementals

3) 4 levels of fighter, specialization: bow, ranged weapon mastery: piercing
for a total of +3/+4 to all arrows fired.

4) Sense weakness from Draconomicon allows you to ignore 5 points of DR.

There is a feat in a Dragon Magazine called deadeye or Targeteer (targetteer?) which allows you to add your DEX to the damage.

Spell Compendium has interesting ranged-buffing spells for archery rangers, he should check it.

My DM just house ruled a feat called, of all things, Power Shot. He ruled that it could only be used within 30 feet. It's worked just fine so far, and hasn't been abused yet. Just a suggestion if you really want a quick solution.

There is a magic item that lets you do it.
