I hate asking questions like this...

It is not listed in the feat index and I've looked through several of my book already...

I just can't seem to find it.

I'm pretty sure it's Races of the Dragon, Pg 101.

That is correct, Races of the Dragon.

That would explain why I can't find it....I don't have that book yet.

Can someone give me a summary of what it does?

Not sure what the problem is, but it actually is in the Feat Index (http://www.wizards.com/default.asp?x=dnd/lists/feats):
Practical Metamagic RDr 101 You can apply a selected metamagic feat to your spells more easily.

Also you need to be related to dragons (via a specific feat metnioned in the Races of the Dragon book) to take the feat.

I only looked in the first part of the list. I thought the second part of the list had just the same feats, only listed by book instead of all together.
