That would be no, Practiced Spellcaster only adds +4 to the chosen Spellcasting class. The Hexblade's Curse DC is 10+1/2 Hexblade's Class level + cha mod. Also, would spell focus in enchantment or necromancy (not sure which one) increase the DC for hexes? That would also be no since your Curse is not a spell. You might be able to get Ability Focus from the Monster Manual for a +2 to the DC, but Spell Focus defiantly does not apply.
