Practiced Spellcaster rases your caster level for the purpoes of spell effects; such as dice of damage the spell deals. Now say a Warlock takes this feat, does it increase the dice of damage his Elderich Blast uses?

No. He is not a spellcaster and has no caster level.

But a feat called Practicesd Warlock should certainly be fair.

This is covered in the FAQ by the way.

Practiced Spellcaster applies only to "spell-casting classes" and as written, it will not benefit the warlock in any way.

I'm just makeing sure, the "Warlocks and Prestige Classes" section states that a Warlock with a prestige class that rases his caster level also rases the damage on the Eldritch Blast, but not anything else. Practiced Spellcaster rases your caster level by 4(To a max of your HD) so the way I was thinking, it also rased your Blast Damage.

It is very common for people to houserule Practiced Spellcaster this way.

Making a special, similar Practiced Invoker feat is also common, and like Tarkin also said, it wouldnt be unbalanced, especially if you dont consider Practiced Spellcaster to have any issues.

Correction: A PrC that increases spells per day/spells known will add to Warlock levels to determine EB damage and invocations known. A PrC that simply adds to CL will not.

EB damage is not based on CL it is based on class level. Look at it this way: When a Wizard takes Practiced Spellcaster his CL goes up, not his spells per day/spells known. So, let's say that, theoretically, a Warlock can take Practiced Spellcaster. His CL would go up for his invocations and his SR checks, but it would not increase his damage or invocations known.
