Okay, this is slightly odd.

Can a person Tumble in water?

What if they have a swim speed?

Beyond that for total cover from completely submerging in water, how deep would the water have to be?

I don't see any reason why you couldn't tumble while swimming. Of course, you'd move at half speed, which would be a net 1/8th speed for a typical character. So you'd need a 40 ft base speed to move even one square that way.

A character with an actual swim speed would be better off, of course.

A DM might reasonably rule that the synergy bonus from Jump doesn't apply when you're swimming, and give a synergy bonus from Swim instead.

My opinion: not unless you've got a listed Swim speed. That, to me, is what qualifies it as "normal movement" for your character.Beyond that for total cover from completely submerging in water, how deep would the water have to be? Depends entirely on the clarity of the water and the brightness. There are some spots in the tropics where you can see down 100' below the surface.

Oh yes the second question. You just have to be completely submerged, so the water needs to be deep enough to cover you. But personally, I would say that a person lying down in a 2 foot deep pool could not claim total cover... I'd say five feet for a medium character.

Note that the cover bonus is not meant to come from concealment by murky water. You could claim that too. I think the water/air transition is just supposed to mess up your attacks so much that it's hopeless.
