A fighter is allowed to take the feat martial study. Hence he would be entitled to make use of the maneuver "insightful strike".

My question is at which level he can take this maneuver via martial study. Insightful strike is a level 3 maneuver. Hence a warblade could use it at 5th level. Fighters dont have initiator levels. Does that mean he could get that feat at first level or in an analoguous transfer of the rule he could get that maneuver at 6th level?

From ToB, pg. 39 If you lack any martial adept levels, your initiator lvl is equal to 1/2 your character levelWithout taking any levels in any of the martial classes, you could only use 3rd lvl maneuvers when your character is 10th lvl (ie. ilvl=5)
