I know that the Quick Draw feat allows you to draw a weapon as a free action. Is there a feat or any way to pull out a scroll as a free action?
Heward's Handy Haversack lets you do it as a move action(without provoking), but I want to be able to pull out a scroll, use it, then move.

Any ideas?

The rules for drawing weapons extend to "weapon-like objects carried in easy reach."

I think it is going to be up to your DM to determine if a scroll is sufficiently "weapon-like."

Your Haversack is not going to help. It allows the user to retrieve "any specific item from a haversack is a move action." I would say that overrides any other retrieval/drawing rules.

If I had a dagger on my haversack, drawing it would be a move action, not a part of a move action or a free action even if I had the Quick Draw feat.

I kind of figured as much, but I was hoping I missed something.
Thanks LSMFT.:)

Not sure what the Scroll Organizer does off the top of my head, though a Potion Belt (Forgotten Realms CampSet) allows you to draw one as a Free Action. Think that still provokes an AoO. They are small 1 oz bottles though.

Wands, like daggers in that respect, can be draw as "part of a Move Action" which makes sense given their build. So, it's kinda' like a Quick Draw.
Scroll, um, a bit trickier. I mean, you gotta' store them in watertight cases (you should anyway), so you're popping the top and trying to quickly fetch it w/out tearing the paper/papyrus/vellum/etc. in 1 smooth but fast motion.

It's gonna' take some DM license. ex)A rolled one tucked into your belt coudl be feasibly quick drawn I would imagine. But, it's unprotected.
You wouldn't believe how many magi I screwed by Bull Rushing them into a body of water w/ an open scroll out or in hand.

There's a spellcaster's shield that basically lets you affix one scroll to the back so that it's always ready to be read. Sorry I don't remember the exact name or what book it's in, all my books are home just now.

Edit: Found it in the Online SRD description of the Caster's Shield (http://www.d20srd.org/srd/magicItems/magicArmor.htm#castersShield)

Caster’s Shield
This +1 light wooden shield has a small leather strip on the back on which a spellcaster can scribe a single spell as on a scroll. A spell so scribed has only half the base raw material cost. Experience point and component costs remain the same. The strip cannot accommodate spells of higher than 3rd level. The strip is reusable.

A random caster’s shield has a 50% chance of having a single medium scroll spell on it. The spell is divine (01-80 on d%) or arcane (81-100).

A caster’s shield has a 5% arcane spell failure chance.

Moderate abjuration; CL 6th; Craft Magic Arms and Armor, Scribe Scroll, creator must be at least 6th level; Price 3,153 gp (plus the value of the scroll spell if one is currently scribed); Cost 1,653 gp + 120 XP.
