A race that requires racial levels before class levels lists what skills are racial skills for those levels. Are all other skills considered cross-class skills?

This is the case for class levels, I just need a confirmation of whether it is the same for Racial class levels.

Absolutely. That is why they say 'the [enter race name]'s class skills are ...'. Also note that they aren't racial skills but class skills for those race.
