Is there a feat that would make ranged attacks ranged touch attacks, or am I thinking more along the lines of a spell? Thanks for your input.

There's no way a feat could do that without being very broken, or limited to once a day or so.

True Strike is probably the best bet for this type of thing, it isn't a touch attack but you get +20 to your next attack. You can get True Strike gauntlets from the Magic Item Compendium, but it is only once per day and takes a Standard action to activate.

What is your goal though, just to hit more? There may be other feats and tricks we can help you with.

If you're using psionics, there's fell shot (http://www.systemreferencedocuments.org/35/sovelior_sage/psionicFeats.html#fell-shot).

Otherwise, there's a feat from complete adventurer that requires sneak attack that allows a character to spend a standard action to observe a target within 30 ft, and make their next attack on that target ignore natural armor and armor bonuses. So it's very nearly a touch attack.

Damn you Psionics! I stand corrected, but I still can't see how that is entirely balanced.

It isn't balanced at all. It sucks. The benefit simply does not outweigh the cost.

Not naturally psionic? You have to take Wild Talent. Psionic Meditation, Psionic Shot, and Fell Shot are the minimum required feats to use it consistently. If you have several more feats to take Greater Manyshot, you're looking at one shot as a touch attack with huge penalties and a couple more shots as normal attacks with huge penalties.

If you don't take all 7-8 of these feats, you're looking at one ranged touch attack per encounter or one shot per round. Definitely not enough to justify spending two or three feats.

Well, I was assuming a Psionic archer to begin with...
