can you apply Improved Critical to Touch Attack or Ray?
if so, is there a way of further augmenting the critical hit range ala Keen/Impact?

You'd have to be a level 16 wizard to have BAB +8. Maybe if you're a fighter/spellcaster cross you could have the BAB to pull this off at a lower level and a feat to spare on a long-shot like this. But at high levels of play, many monsters are immune to crits anyway.

There are probably better feats for you.
