Can a character using the full round run action use the jump and tumble skills normally? For instance, could a running character attempt a jump check to clear a body of water? Jump is more likely than tumble, but I wanted to clear this up. Thanks!

Jump and Tumble are skills used as part of a move action. Running is a full round action. So I suppose technically, you cannot do either while running.

However, since jumping talks about having a running start, I could see the potential for allowing a jump as part of a run, but you would still have to move in a straight line. (Long jumps peak height at the mid point is equal to 1/4 of the distance jumped, so if you jump far enough you may actually move enough upwards to no longer qualify as moving in a straight line.)

Jump and Tumble are skills used as part of a move action. Not always. Jump and Tumble are "part of movement," which is usually accomplished by a move action, but not always. The FAQ has clarified that you can Jump as part of a Charge, for example. Following the logic of that clarification, it would be absurd to rule that you cannot Jump as part of a Run.

Tumbling requires one to move at half-speed, however, and includes rules for accelerated tumbling. I would say that's the fastest you can Tumble without a special ability of some kind (such as a feat).

Tumble only requires you to move a 1/2 speed if moving through a threatend area, or full speed in threatened areas for a -10; the 1/2 move only applies to the threatened squares. You could tumble full speed if you just felt like tumbling for no good reason. But I still have a hard time imagining someone tumbling at Run speeds.

I still have a hard time imagining someone tumbling at Run speeds. This is an easy one, because the rules are spelled out in Complete Adventurer: Sprinting Tumble lets you Tumble while running, assuming you make your skill check with a -20 penalty.

that's fine; my level 6 factotum has a +17 to tumble! i can see how they were going with the "this should be impossibly hard to do" motif, but you usually just set the DC for doing so to be really high, instead of applying a penalty.

Well, a -20 would the be equivalent of a DC 35 tumble check (assuming moving through a threatened square). Generally it's probably just easier to set a penalty then make a DC since there can be more the one applicable penalty to the roll.
