I know spell casters can research their own spells, so what about a character being able to create his own feat? What kind of effort would this take? Resources, time, manpower? Say I wanted to learn the Improved and Supreme Power Attack abilities of the Frenzied Berserker. I'd say that I would have to come up with my own feat description, prerequisites, and benefits (taking from what's already written in the book); get it ok'd by the DM; then find a FB that would be willing to train me. Does this kind of thing seem imbalanced, as in being able to learn a class ability as feat? What are your views as a player and/or DM? Good criticism is much appreciated. Thanks.

Adding new Feats is something you do with the DM. The DMG has info about making new feats I believe.
