do i need to have two weapon fighting or just improved shield bash?????

But the PHBII has a feat Agile Shield Fighter that replaces TWF and doesn't have the dex prereq. It lets you use a heavy shield too. You still need Improved Shield Bash, though.

Yes, if you use Agile Shield Fighter, which as far as I can tell must be a paragraph long typo or something, you can make attacks with a spiked heavy steel shield at a mere -2 penalty to your attacks, where normally it would be -6 and -10. And you don't need two-weapon fighting or a certain dexterity score or anything if you have agile shield fighter. Which basically nulls the point of two weapon fighting since a spiked shield is just as a good as a martial weapon of its size, and you maintain the AC bonus for having a shield, and you don't even need the dex.

If you are using core only books, then you can still dual wield with a shield. You can shield bash without having improved shield bash, but then you don't get the shields dex bonus to AC whenever you make attacks with it. There's no reason you wouldn't want improved shield bash if you plan on shield bashing a lot.
