Yes, run as a skill.

You can run for a number of rounds equal to your constitution score before you need to start rolling CON checks to see if you can keep going.
But shouldn't skilled runners be able to do that better?
So....

RUN (con) (ACP applies)
the character makes a run check to keep running after he has been running for a number of rounds higher than his CON score. The DC for the check starts at 10, and raises by 2 for each round the character continues to run.

What do you say?

Does this really come up enough in your games to warrant making an entirely new Skill?

If you want a guy who can Run for longer, take some of the running-related feats, and pump up your CON.

Why make it so specific? Steal from Saga edition and have a skill named Endurance. It would cover running, but also swimming, climbing, and generally anything that tires you out after extended periods.

OR you could just have them make Fortitude saves

I'd say no. Everyone can run. As for how long they can run, that's why constitution is there for.

The fortitude saves is a good idea.

Everyone can run.

Yes, everyone can run, but some run better and faster than others, because they are proficient in running. Because they know how to move their bodies correctly etc etc

To avoid the over complication of everyone having different speed, WotC designed a base speed for every race, or rather, based on size. For running, remember most runners have NO encumberance. This can't hold true for any adventurer. Carrying item makes your weight shift here and there that would not let you run correctly as you were hoping for by designing this skill. All that said, the main reason is just for simplicity. Don't talk about realism cuz we are in a quantified fantasy world. Having a run skill would indicate that EVERYONE has different run speed. Oh, what a pain.
