I have seen this feat in many archer-builds but I don't have the book in which it is in, so what does this feat do?

And why is the scout 3/ ranger 17 such a powerfull build for a archer, why not a strait level figther, ranger or scout?

Swift hunter is from Complete Soundrel. The feat basically lets both your Scout levels and Rnager levels stack for determining skirmish and favored enemey. I've seen a scout/ranger build, and from the looks of it, it's meant to maximize damage. From what I remember, it seemed far from broken. It has high BAB (for a precision damage character), could rain arrows on anything in sight, but that was it. If I remember correctly, there was little it can do against one big enemy, and by going mostly ranger, you're giving up scout abilities like Freedom of Movement, Blindsight, and so forth. Not that the build is bad, just bare in mind what you're giving up so you can do more damage.
