But since I have a character who has telepathy in my campaign some questions have arisen. Can they talk back? Can he read thoughts unwillingly? etc and so forth. Basically I can't find anywhere it is described in detail.

Basically I can't find anywhere it is described in detail. Yes and no, respectively. The Telepathy special quality describes this. You can communicate with anyone within range that has a language. Communication is just like conversation -- you can hear them when they talk back to you but can't read their mind.
