So telling blow in PHB II says you crit and add your sneak attack bonus damage to it... like we've been doing for awhile

weapons damge X's what ever threat multplier is + sneak or skirmsh abilities

is this like a missprint or do rouges just never want to crit with out this feat as it implies with out said feat they wouldn't add there sneak mod.

No, you don't normally get to do sneak attack damage on a critical hit. You normally only do sneak attack damage if you are flanking your opponent or he is denied his Dex bonus to AC.

It's true that creatures immune to critical hits are immune to sneak attack, but that doesn't mean that you do sneak attack on a critical. (Of course, if you have Telling Blow then you do.)

Does telling blow affect to skirmish and to sudden strike as well?

Just sneak attack and skirmish; Telling Blow provides no sudden strike benefit.

Not officially; I've heard of several housrules, my group uses as well, that allow it as Sudden is game mechanically simply a more restrictive trigger of sneak attack.
