Is there a feat that will let a two-weapon fighter attack with both weapons as a standard action (rather than as part of a spring attack, charge etc.), making two attack rolls? Basically i'm curious if there's a way for a rogue to throw two daggers in a surprise round, getting SA damage on each.

Master Thrower from complete warrior. The ability is called Doubletoss. It does exactly what you described: two thrown weapons with a standard action without counting as a "volley attack."

Its not a feat though, its a class. However, it only takes one level to get the ability.

Ah ha, i was even looking at the Master Thrower but i kept thinking Palm Throw was the closest thing, skipping right over double toss. That works perfectly, thanks
