Touch of Golden Ice
Type: Exalted
Source: Book of Exalted Deeds

Your touch is poisonous to evil creatures.

Prerequisite: Con 13.
Benefit: Any evil creature you touch with your bare hand, fist, or natural weapon is ravaged by golden ice (see Ravages and Afflictions in Book of Exalted Deeds, Chapter 3: Exalted Equipment for effects).

Is this feat on all the time or is can an exalted character Will it off so they can, say, shake hands with people without worrying about it?

It's always on.

It's better then the old hand buzzer, and can make you the life of the party....or death I suppose.

Plus why worry, if they're evil then they deserve a G.I. thrill.

It's worse than detect magic at will for suspense based on alignment.

AFAIK it bypasses alignment disguising abilities too.

if a monk as 2 attack/rounds at low level do the target need to do 2 fort save each turn??
what is the limit to that "poison"

No limit on poisoning, what if a viper got multiple attacks per round or a scorpion. Every touch is a new save (and a new save a minute later) needless to say someone could hit 0 Dex fast

The DC is quite low, but it's still quite a decent ability - arguably the best monk feat in the book imo. Ability focus can come in handy, too.

No, you can not will it off.

Additionally, it only effects evil people. Your exalted "more good than paladin good" player would never want to wish it off. He would be glad the gods blessed him with such a gift and worried that the thought of wishing it off to shake hands with an evil dooer would lose him his exalted status forever, never to be returned.

Yes, one fort per touch.
