I am rather new to D&D, having taken it up after playing Neverwinter 2 a couple of months ago, so aren't familliar with all the rules yet.

I was just wondering, how does Stormguard warrior make TWF, to quote an earlier post, "insanely awesome?"

Stormguard Warrior directs you to make a number of no-damage touch attacks in exchange for bonus damage next round. The more of these touch attacks you can make, the bigger the payoff. Thus, TWF makes Stormguard Warrior insanely awesome(r).

Holdup, so if you hit with four attacks in a full-attack action, you get a +20 bonus to damage next round?

It's a good feat, but in a lot of situations it's not extremely powerful. For instance, let's say you have four attacks on a full attack. So you full attack, use Combat Rhythm*, and hit all four times. Next turn you get a +20 to damage on each attack. If you were already doing about 20 damage per attack, then you've only broken even. Technically you're slightly worse off, since you've put all your eggs in 4 baskets instead of 8, but that's just a matter of risk (some people like taking risks like that).

Combat Rhythm is good for setting up combos. It's good if you know that you'll have a higher attack bonus next turn (due to an ally coming over to flank, or a caster buffing you, or the duration of the enemy's buffs ending, or whatever). It's good if you can get a high number of low-damage attacks on your first turn. Setting up combos is what tactical feats are for. They're supposed to make the flow of combat more dynamic. Combat Rhythm succeeds there.

*Stormguard Warrior is a tactical feat which gives three combat options. The option which lets you make non-damaging touch attacks in order to get a damage bonus on your next turn is called Combat Rhythm.

Not exactly. You make them as touch attacks (which do not deal any damage). Each successful attack gives you +5 damage for the next round.

As such, this is really only useful for getting rid of iterative attacks you know have a very slim chance of hitting.
