Only 1/2 the Str mod is applied to damage, as is the case with any secondary attack.

It is not classified as a 'penalty', just a lower bonus than you expect.

I think you're right, but I keep reading that and think you are saying "Off hand attacks get x1.5 STR bonus to damage instead of the normal x1."

Care to clarify the statement or de-confuse me?

I think what she's... going for is that normally a 1WF would only get 1x Str Mod for dmg, while with TWF your getting a total "bonus" of .5 from the off hand.
