Two Weapon Power Attack
Req: Two Weapon Fighing, Power Attack, Over Sized Offhand Weapon
Bonus: If you power attack by taking a -5 to hit or more your off hand strength bonus increases to full strength to damage to you off hand weapon instead of half. Also if you have the two weapon rend effect, add your power attack bonus damage to the rend as well.
Normal: Normally under most situations you gain 1/2 your strength bonus to your off hand weapon

So if I take at least a -7 to my attacks (-2 TWF, -5 PA) I can have my primary weapon dealing damage with STR + PA and my secondary dealing damage adding full STR (instead of half) and sometimes PA?

Besides the huge attack penalty you get, a major problem with using Power Attack and TWF is that light weapons do NOT normally get the damage increase from PA. Now using a second one-handed weapon as your off-hand would allow the PA damage but that also increases the TWF penalties as well. Strangely, Double Weapons are just as bad as using a 1HW/LW combo when fighting with both ends. Considering that the locial reason a character gets x2 PA with 2HW is because you could get the same damage bonus if using two weapons I don't think it is very fair.

My favorite solution to many of the TWF "unfairness" is to allow the user of a double weapon to treat both ends as "primary" when it comes to dealing damage instead of stripping one side of half the STR bonus and all the possible PA bonus. This is also my way of making double weapons more attractive because with Oversized TWF it makes most double weapons exotic status much less useful.

There is over sized off hand weapon feat, which would help.

Using Oversized TWF (Complete Adventure) seems like the only way to give this feat a chance. The question is "is it worth investing that many feats for what will probably be +2 damage at best on a limited number of attacks that aren't that likely to actually make contact?"

You know that is a good point... I have my own TWF feat build in my sig as part of my 4e.
