Is this skill a class skill for rogues as well as shapers, or are Shapers the only ones lucky enough to have it on their list?

Lurks (Complete Psionic) and psychic rogues (Mind's Eye) also get it. I've seen a few DMs houserule it and UMD to be identical.

They should be identical IMHO

If you are using Psionic/Magic Transparency, then the UMD skill will also activate psionic devices, just as Spellcraft will identify powers (they may have no components but they do have displays), AntiMagic Field will suppress psionic effects, and so on.

If you are using "Psionics Are Different" then the skills are different but can be separately developed. In campaigns where psionics is dominant, Use Psionic Device may supplement or even replace UMD on class spell lists. It's up to the DM, and probably depends on the relative rarity of magic and psionics.

Even if you aren't using transparency, I would give anyone with UMD on thier class list the option of taking UPD instead. This way a rogue from a psionic dominant culture (such as Rierdra in Eberron) can still make use of what he is more likely to find.

The games I am in uses the transparency rule only for interaction between effects, but not for skills. We felt there should be some difference between the two.

Hmm, taking in to account the answers given here, it seems best that I simply rebuild the character or at least swap out the skill. Thank you for the info.
