Ranks in class skills cost 1 skill point per rank, and the max ranks for a class skill is your character level plus 3.

Ranks in cross-class skills cost 2 skill points per rank, and the max ranks for a cross-class skill is half of the max ranks you could have in class skills.

The explaination for this is that there are certain skills one picks up quicker in certain professions.
If you are a wizard, you are going to know more about spellcraft than a fighter.
and so on...

In terms of flavor, class skills are thought to dovetail nicely with the training that a given class already provides, while cross-class skills don't mesh so well.

In terms of mechanics, there are two differences. The first has to do with maximum ranks: for any skill that's a class skill in any of your classes, your maximum rank in that skill is (character level) +3. For any other skill, your maximum rank is one-half of that number.

The second difference has to do with buying skills. Keep in mind that by RAW, you only get skill points when you gain a level, and you have to choose your class first because that determines how many skill points you get. Once you've picked a class, ranks in skills that are class skills for that class cost 1 point per rank. Ranks in other skills (even if they're class skills in other classes that you have but didn't level this time around) cost 2 points per rank.
