Hi

In the living greyhawk campaign are racial feats limited to individual races.

I am going to create a Human Fighter and was looking at dwarven exotic armor, if I take the Dwarven Armor Proficency Feat can I wear this armor?

Assumedly, you need to be of a race to take a feat that is limited to that race.

What kind of armor is it?

Usually, if it is an Exotic Armor, you could just take a feat "Exotic Armor Proficiency: XXXXX".

Does the racial feat do something like give proficiency in all exotic armor types of the dwarves?

Even feats that have a specific race in the name will note the required race in the list of prerequisites. Check the feat description; if it doesn't say you need to be a dwarf, you don't have to.

Precisely.

I don't understand most of the racial feat requirements anyway. Unless the feat improves on an ability that only that race has, like if there were an Improved Low-Light Vision feat or something, I can't see why anybody can't do it.
