Whereīs the dragon foundation? I canīt find it, and I had a request!

If anybody within the dragon foundation sees this, or if you can find them, please pass them this message.
Err... Hi. Guys, got a problem.
Well, from my namesake, you should know I made once a character who was meant to be a dragon-murdering machine. I thought it worked, but then, I noticed I was treating the dragon as a mere pool of hit points. Reviewing the original description, I saw that there was just SO much I hadnīt used about dragons while playtesting him. Like the part where dragons fly, for example! Or even the frightful presence, their so-prized trademark! What about being a 13th level sorcerer with spells from the fire, law and good domains? Its spell-like abilities! A grapple power of +59, specially in the mouth where it catches stuff for an inescapable breath weapon attack, and its secondary breath weapon dealing 9 points of strength damage (Fort DC 34 negates)... Iīm almost entirely sure thatīs just the start.
And, if I donīt treat his adversaries fairly, Iīm not doing justice to the concept of a guy who does something that is considered a feat. Since he was created using stuff from a splatbook, his opponents, having had what would be an eternity to us (and to him, with 32 years... Not to mention dragons have each a treasure horde whose value is measured in units of about 153 dollars each [gp], ten of which can buy all of WoTCīs material about D&D 3.5, and theyīre born with lost... lots... hosts of it), should have proper counters, since they have an above-human intelligence and a near-eternity of boredom, much more than the average gamerīs entire gaming life.
My question is. Basically, how can I make a CR 22 wyrm gold dragon worth his entire CR? I can work a lot more in unfolding Karn, what with CW and the XPH (even without the psionic feats and manifestations, which I think would spill his flavor, itīs got a load of stuff) to my disposition, but a CR 22 dragon is hard, really hard to create and use correctly. I mean, he needs all of his treasure in an hoard, which is generated randomly, so itīs down to feats, skills, spells, and massive bodily power; any meaningful item would be either unusable or not generated. How could I unfold that to its maximum? I know HDs (ECLs, actually, so very olds can take epic feats from... about... their 6th HD, perhaps?) above 20 can take epic feats, but these feats honestly, honestly suck.
Would you help me?

P.S: The 3.5 splatbooks I have are: CA, CD, CW, XPH and Eberron. Also the SRD about epic.
