1) Would a character who does not begin life as a half-dragon, but rather becomes one via the Dragon Disciple PrC, be entitled to take the paragon classes for both his base race and half-dragon, as long as the base race paragon class was completed before attaining Dragon Disciple level 10? (In more broad strokes, this question could be asked for any character who undergoes a permanent, race-changing transformation.)

2) Because paragon classes seem not to be labeled as PrCs, but rather main classes with the additions of a race requirement, limited three-level progression, and exemption from multi-classing penalty, would it be legal for a Gestalt character to level a paragon and PrC in the same level?

1) I'd say up to your DM, but if it was me I'd say no. More correctly, I'd say that if you have levels in a racial paragon class, you cannot willing take a path that will alter your race in any way.

2) Yes. Paragon classes are basically "Core classes", only with a mere 3 levels in them, the PrC-like freedom in multi-classing and a requirement to take them.

1- No, Half Dragons Paragons don't have the "Divided Ancestry" feature like the half-elves and half-orcs have, which allows them to pick up more than one Racial Paragon class.
