I've made some changes to the action point system presented in Unearthed Arcana in an effort to improve neglected options of the system and de-emphasize the overused options.

I've added a mechanic called the "Action Point Check" to many of the Special Actions, which is a small percentage that the action point will be wasted for always useful, no chance maneuvers (ex. to recall a prepared/spontaneous spell requires an action point check, because there is no other roll associated with it).

In addition, I've tried to improve options that were neglected due to being perceived as worthless (ex. you now have a chance of regaining an action point if you use "boost defense" but aren't attacked in the round). Overall, defensive options are superior to offensive options.

What does everyone think about this? Is the APC cool or stupid (keep in mind, I run a very low action point game (half APs), and I don't really like the idea of using 2 AP's for a single action)? I mostly wanted to change options to instill a risk of uncertainy for all AP actions, not just the +1d6 to d20 ones.
