What exactly does "+1 level of existing class" mean? (as seen in the Human Paragon class)

I see the info on this under the "Spells per Day" section in UA, so I understand how this benefits spellcasters.

Does this ability do anything for a non-spellcaster?

If Fighter is an existing class, could you gain a Fighter bonus feat?
Could your sneak attack go up if the 'existing class' is Rogue?

Please clarify this for me. Thanks.

It means you calculate your spells per day as if you were one level higher in an existing spell casting class.

So if you're a 5th level wizard and a prestige gives you +1 lvl of existing class in Spells Per Day, you calculate spells per day as a 6th level wizard.

Yes, you gain increased spellcasting prowess, so as TR said, if you are a fifth level wizard, you would learn extra spells and have the spells per day of a sixth level wizard. However, if you increased from Wiz 4 to Wiz 4/Paragon 1, you do not get the extra wizard bonus feat, nor does your familiar improve. Likewise, this ability does not help a non-caster out, so no your fighter does not get his bonus feat nor does a rogue's sneak attack go up as an effect of taking the paragon level.

For the paragon classes, I recommend you grant the spellcasting levels to non-casters as well as casters.
