Am I the only one that believes that if this option is used, then Dexterity (not strength) should be used for the melee attack to hit bonuses (or penalties)?

Think about it, in the normal system strength affect to hit rolls because it supposedly helped you penetrate the oponent AC, but under the more realistic "Armor as DR" system it helps penetrate the DR, so it should not be used also to grant a precision bonus to hit the oponnent.

A strong character will also swing his weapon faster, which means less of a chance for the attack to be intercepted with a shield or dodged.

I think you are confusing "reaction times" (which are based in Dexterity) with "aceleration" (which is strength based). Sure, a strong character slams harder, but that doesn't means that he reacts faster to hit "in the nick of time". Case in point, my personal trainer is way stronger than me, but he can't react in time to catch a bill as I release it between his fingers.

I think you are confused about how reactions work. Reactions help you defend well, but they do not help that much in attacking. Defense is a reaction to an attack, therefore dexterity would be used in defense (since, in your own words, reaction times are based on dexterity), not in attacking. The only time this rule is broken is in counter-attacking, which in real combat happens all the time, but the d20 rules are far from realisitic, they are a set of rules to make combat fair.

Infact, the d20 rules are very abstract in order to make play flow more or less, quickly.

I doubt your the only one to think attacks should be based on dexterity, but I am not one of them.

But, its your game, do what you wish.
