I made changes to the gold dragon bloodline as follows:

*These abilities may only be used during transformation

Transformation makes you grow wings to gain flying: clumsy, gain claw and bite attacks, and gain abilities marked above. Transformation lasts a number of rounds equal to 1/4 character level.

I know this is not very balanced and would encourage any help or comments

The transformation thing sounds like it would fit a class better. It could be a prestige class or maybe toned down to be a base class. He could use this power like a barbarian's rage. It could be improved on once every 5 levels. He'd start with a minor transformation, you know, claws and fangs, than get medium transformation that gives him the additional breath weapon, and finally, major transformation gives him wings. His claw and fang damage would improve like a monk's unarmed attack, and so would his breath weapon.
I actually think it might be too powerful to be a base class.

You realize you're giving powers on levels 12 and 16 (of the minor) that you can't use until level 20? I'm guessing that's to balance it against adding the new power...

Honestly, I don't think that Transform fits with the model of bloodlines, particularly with monsters that aren't natural shapechangers. This would make sense with lycanthropes or such...

I think this would work better in a PrC. You could do a shortened version of Dragon Disciple that gains transform rather than a permanent change.
