The question is simple?

In the bloodline optional trait in Unearthed arcana it says that a character having a Bloodline must take one level of bloodline sometime before reaching a specific character level, otherwise certain penalties occur.
It says also, that Bloodline levels are NOT character levels and no further gains apart from those described in the bloodline occur. So it is actually an XP giveaway to pay for the bloodline benefits.

My question is How much XP you pay for every bloodline level?
It is not a character level and does not count as one either and that is what makes things complicated.

It's like buying a level adjustment. Pay your normal experience for going up a level, but don't advance in any class.

If it makes it easier for you, feel free to record it as taking a level in "bloodline"; a barbarian with a major gold dragon bloodline who has reached 3000 experience would be a barbarian 2/ bloodline 1.

Ok but thereare some problems.

Let's makean example so it can be easier to discuss the problems.

Let's say that the i have a major bloodline and i am a human.
Upon reaching 3rd level (class level which is equivalent to character level because i am a human) instead of becoming a 3rd level (let's say) fighter i must pay for the bloodline level. (and that is what i think you say).

The problem is that in Unearthe arcana it says that the bloodline level does not increase the character's character level and that 's what makes things complicated.
Because now my human will be a 2nd level fighter with one bloodline lvl but with a character level of 2, not 3 (because bloodline levels do not increase the character's character level as i already said). So i see it more as an XP payment of 2000xp (the amount you need to get from Char. lvl 2 to 3) in order to get the bloodline level.
And again another problem occurs. Why not get all the 3 bloodline levels while you are still a 1st level fighter. If they do not increase the CL it is only 1000xp loss each.

I understand that having the bloodline levels counting as real levels increasing your CL and thus being similar to level adjustments, will make things a lot easier but is it right?

And i consider it also too much to get a bloodline level (like a +1 level adjustment) for an ability point on 12th level, a feat on 8th and a few bonuses on skills. Unless you let the player pay it off (by reducing the added level adjustment he gets from the bloodline level, something described in Unearthed Arcana as well).

the "doesn't increase character level" means you get no HD, BaB, saving throw increase, skill points, etc. for that level. But it is a Level adjustment. Just better than most in that it increases the potency of things like spell power.
