So I have a nice amount of gold. To be exact, nice enough to purchase a vest of the archmagi. My DM is telling me that at a 17th level avg wealth (340k) I am unable to purchase this. Something about only being able to buy something 50% of that amount? Is this right?

If your dm says it is, it is right.

It is a common rule of thumb for DM's to limit what percent of starting gold can be spent on one item during character creation.

Personally, I usually do 33% or 50% depending on what level the characters are. 33 if they are lower, 50 if they are higher.

This is usually a benefit to the players, simple example- one +10 sword, and nonmagic armor makes for a dead fighter.

Krusk is right as something along those lines is a fairly common practise.
However from my experience that is generally reserved for initial character creation.

1: If you've just made the character, then purchase restrictions are common.
RPGA for example uses a roughly 33% ratio, iirc. It's rounded off but I think thats close.

2: If you've played the character for a long time and finally saved up that much wealth, assuming one is available you should be able to get it; imo.
It would be an uncommon restriction to base it off the reason provided ( can only spend 50% of wealth ) as that makes not logical sense at all. People save money to buy expensive stuff they cannot initially afford.
It would more likely be caused by DM wanting to restrict magic items/power; which is much more common and expected depending on campaign.

He is right, I assumed you were creating the character. If you have been saving money for a bit, say since level 12 and now your 16, then good for you. You should be able to spend it all on one thing.

The DM can make or adjust rules as needed. Sometimes they are just not good at it.

If this is at character creation, there could be a lot of restrictions to keep things in balance.

If this is during a campaign this seems odd. If you have sucsessfully obtained the sale price for a magic item and it available, you should be able to buy it. There could be alot of in
game reasons to not allow your character to purchase a certain item, but some numbers the DMG seem like a poor reason.

Don't feel to bad, I don't allow my charecters to buy magic items in game. Magic is the most powerful combat power. Selling it is like selling military secrets in the real world.

The DM has final say on what's available. Traditionally, at character creation, he says "You have X gold and are able to spend (1/2, 1/3, or 1/4 depending) on a single item"

During the campaign, it is common to say, though not necessarily explicitly, that a given village/town/city/whatever has items for sale costing up to Y gold, taking into concideration both the level of the party and the size of the community.

The Vest of the Archmagi is a minor artifact. You would know this if you read the prerequisites for making one.
