I have always been a fan of half-blood races, and I have houseruled them to be equal to the full races. I am also a fan of enviromental races (and I just love the Acquatic ones, BTW). And one day I was making a new campaign for my setting which involved both acquatic and above-ground movement. Thus, I made up cross-enviromental races. One of my players loved the idea and immediately asked if he could make a half-acquatic Jungle Gnome. I immediately said yes, but now I have a problem.

I need rules for them. I could make them like Gestalt characters, and take the best of both, but that would severely overpower them, and ECL modifiers are, let's face it, a joke. I could also make seperate stats for each hybrid possibility, but that would be like a year-long expedition to some town in Lithuania. Lots of effort, but essentially useless because there were tons of better things to do. (no offense to Lithuanians; I just needed a random country in Europe)

Well you could simply apply both sets of modifiers from the book and slap on LA +1. I'd give amphibious as well though.
