It is sait that a dwarf even keeps his 20 feet land speed with Medium or Heavy armor. But what if it take the Quick Character Trait option from the UA?

Could I move around with 30 feet base speed in a full plate?

I would say no.

• Dwarf base land speed is 20 feet. However, dwarves can move at this speed even when wearing medium or heavy armor or when carrying a medium or heavy load (unlike other creatures, whose speed is reduced in such situations).

Notice that it specifically says this? So I would assume that means that any increase is still lost with heavy armor.

I wouldn't say that it says that. More like it'd support the dwarf staying quick when in medium or heavy armor. But then that's just how I read it, depends entirely on how the DM reads it if you keep the speed boost or not. The text is rather ambiguous in this regard. Especially with how it says that their speed is 20 then goes and says they keep that speed even when encumbered.

Depends on whether you interpret "dwarves can move at this speed" to mean "dwarves can move at 20 feet" or "dwarves can move at their base land speed".

I'd opt for the latter and allow it.

Especially because if you use the former, then an dwarf under the effects of Giant Size would still move at 20' when wearing armor, compared to ~50' or so without it.

RAW, I agree with this. I'd say its the same bonus as those granted by Barbarian or Monk, and those don't stack with Armored Speed

But, I wold allow the increase from Quick, for the sake of it. Its a Character Trait, not a feat/class ability.
