I was wondering if anyone has already made a system (or found a previously made system) for creating spells similar to epic level spell creation but for levels under 20th. (using spell seeds to create spells, or some similar process).
Ideally, this system should be able to construct classic D&D spells, but they would be cast with a spellcraft check, as opposed to spell slots (yes, This system would replace that of the current D&D spellcasting).
If nobody else has come up with such an idea and/or system (wich seems very unlikely to me) then I'll definately begin constructing one of my own, perhaps even posting it here on the message boards. I'm just curious if there are any existing systems that I can work off of for insiration, or find what worked and what didn't.

Thank you all in advanced for your help.

Try Unearthed Arcana, or the d20 Modern SRD for the basics of the Incantation System. It's a Seed-based system, but it's only set up for 6-9th level equivalent spells.

none of the systems that i have seen thus far have been without major flaws (moreso than the epic system we already have) and even wider abuseability.

Outright NERFs of the system dont work, and neither does a power boost (in the case of combat spells); and i wouldnt use anyone else's system myself unless it was tested at least as thoroughly as WotC does their playtesting.

There is a saving grace to the Epic Spellcasting system. The DM MUST approve all spells before they are allowed to come into play. This prevents clear abuses.

I once tried to convert the Epic spell seeds into non-epic seeds by simply reverse-engineering them, but I quickly found some big problems with this.

For example, the Energy seed has a base DC of 19 to deal 10d6 energy damage. Each additional d6 adds 2 to the DC. So if you want to deal only 4d6 damage, your spellcraft DC is 7 (19-(6*2)).

See the problem? Your average 1st-level Wizard could do that every time. (3 ranks + 3 Int modifier + minimum roll of 1 = 7, instant success)

And that wasn't the worst. Animating a 1HD skeleton would have a DC of -8. Show me the spellcaster that can't do that, and I'll be impressed.

Suffice it to say that you're probably better off finding some other system, a few of which have already been mentioned.

Obviously it doesnt work because the system wasnt meant for lower leveled players.
It does work for the group its intended for. When i run games in the epic range (21+; usually lvl 30) ive never encountered a problem with Epic Spellcasting. Probobly because I do like a good DM should do and review the player's characters and abilities and prepare accordingly.
