Are the item familiars described in UA the building blocks on which Weapons of Legacy are based? Or is there some other aspect of them that I'm missing?

Item familiars really don't look at all similar to legacy items. Why would you think that?

The legendary weapons seem to be a bit more like the legacy weapons than item familiars do. Perhaps you meant those?

I see the parallels in both, to be honest. Perhaps the legacy system was a later idea that drew inspiration from both of them.

I think the mix is more of

Item Familiar+Legendary Weapons/Scions+Ancestral Relic+Relic=Legacy Weapons
