Is there a varient to LA that involves buyoff or something similar? If so is it better, and what book is it in.

Definitely UA.
I'd say it's better, using the variant personally with my character at the moment.
Sure, he's 2 levels behind everyone else, but he nets about 2k more xp every session due to the vast difference in levels between himself and the rest of the party.
The way the xp reward system works you'll start catching up to your party in due course, so the buyoff is worth it in my mind since this way my SR actually means something when I catch up to the rest of the party.

I don't like it. I think it encourages goofy-weirdness in parties.

I'm of the opinions that stuff packin' a LA of more +2 isn't really so much for player use, and this just makes that into a viable option.

I guess I'm sayin' I think it was inviable for a reason and I'm not lookin' to change that.

But it depends on your game. It is in keeping with the whole "early peak vs. late peak" thing.

In the SRD, interestingly enough

Meh, an LA of +3 gets reduced at 9, 15, and 18. That's fine with me - that means you can play a half-dragon and not have to pay for it at high levels as much. You still end up spending more XP than your LA+0 friends, but not as much. Seems fine to me.

Of course, it doesn't work in my games, as my DM uses the "Diablo" rules for XP, meaning that lower level characters get less because the higher level chars "did more" in combat and "leech" the XP more.
